Two different things
Preparation notes belong to the facilitator. They are working notes for holding the conversation well, and the participant does not read them.
The shared record is agreed with the participant and visible to both. It is the account that stands.
The rule of thumb
If it should stand as part of the record, it belongs in the shared record, agreed with the participant. Nothing should reach the participant as a surprise later.
